Research in Motion this afternoon confirmed that it is investigating an issue with its consumer email service, with some users experiencing email and communication delays.
The Ontario-based smartphone said in a statement that: “There is no system-wide outage”, adding: “We are investigating reports that some users in EMEA (Europe, Middle East and Africa) have experienced delays”.
But this may not satisfy many customers, who were left stranded without service for days last month.
In a move away from its own communications failure last month when a global outage left some users without email for four days, the BlackBerry maker
Many have taken to Twitter and other social networks to complain that emails were not being received.
Last month, a failure in one of the company’s datacenters in Slough, near London, caused a ripple effect worldwide, leaving many users without data access, including BlackBerry Messenger, email and browser functions, over a period of four days.
The company had been heavily criticised for its poor communication with its customers during the outage.
Over half of its 70 million users worldwide were estimated to have been affected by the outage, which spread initially from Europe through the Middle East, Africa, and South and Latin America. The United States and Canada were also affected.
Research in Motion’s share price plummeted below book value this week , one of the greatest losses the technology world has seen in recent times. Reuters reported that the company’s stock fell more than 4 percent in regular Nasdaq trading on Wednesday , closing at $18.05, the lowest closing prince since August 2004.

Tom Crone , the former News of the World legal chief, has told MPs that emails published last week appear to show that James Murdoch knew about the “for Neville” email in May 2008 ” years before the News Corp boss insists he was told about widespread hacking at the now-defunct newspaper.
In a letter to the culture, media and sport committee published on Tuesday , Crone said that Murdoch “already had knowledge of the new evidence (the ‘for Neville’ email)” as a result of a meeting with Colin Myler, then-NoW editor, on 27 May.
Neither Murdoch nor Myler recall the meeting, in which they discussed settling a legal action brought by Gordon Taylor, the chief executive of the Professional Footballers’ Association. Murdoch told MPs in July that he had not seen the “for Neville” email when he signed off the 700,000 out-of-court settlement to Taylor in 2008.
However, Crone and Myler immediately contested Murdoch’s recollection of events, claiming that they had told him of the existence of the email that blew a hole in its defence that phone hacking was restricted to a single “rogue reporter” at the paper.
The 27 May meeting was first revealed by Julian Pike, lawyer for News International, as part of documents published by the committee last week . Previously it had been thought the only time the Taylor case had been discussed by James Murdoch was on June 10 at a meeting between the News Corp boss, Colin Myler and Tom Crone, where they agreed to settle the case.
In a letter published on Tuesday the committee chairman, John Whittingdale, asks Crone why he did not mention his and Myler’s May 27 meetings with Murdoch when they appeared before MPs in September.
Crone apologised and said he had no memory of the meeting when he first gave evidence.
“Having seen the evidence given by Julian Pike and the documents produced by him which now appear on your website, I accept that my recollection was incorrect in relation to certain details. I apologise for that,” Crone said.
“We may both be criticised for this, but I think it is probably not unusual for busy people to fail to recall detail (or even the existence) of meetings and conversations from more than three years earlier without being able to refer to written records”.
Michael Silverleaf, the QC advising News International at the time, sent a seven-page opinion to Crone on 3 June 2008 noting that there was “a powerful case that there is (or was) a culture of illegal information access” at the News of the World and that any trial would be “extremely damaging” to the publisher’s reputation.
Silverleaf also noted that evidence obtained by Taylor’s lawyers shows that “at least three” News of the World journalists “appear to have been intimately involved in Mr Mulcaire’s illegal researching into Mr Taylor’s affairs”.
News International declined to comment.

A survey from software developer Oasys has revealed 96 percent of employees believe their companies face possible legal risks associated with poor email management .
Indeed, one in five workers stated that their company faces “high risk”, according to the survey of 1,237 employees.
The findings were part of the company’s September 2011 Business Behaviour Email Management Project, which show that time constraints during the e-discovery process are indeed a major factor.
The survey revealed that more than a third of business professionals are losing 2 hours or more every day searching for emails that are hard to find. Thirty-four percent of employees surveyed said they spend on average up to 2 hours a day searching for emails, while 8.4 percent spend up to 3 hours a day in the process.
“What most companies don’t understand are the costly challenges associated with having a disorganised email system in the event of litigation,” said attorney Joseph Dennis. “In some cases we’ve seen companies fined by regulatory agencies as much as $700,000 (439,000) for not being able to produce specific emails under very tight timeframes imposed by the courts during the e-discovery process.”
With the volume of email set to increase, the problem is projected to get much worse, the Oasys study suggested. According to a report by The Radicati Group, a technology market research firm, the number of email users is estimated to rise to 1.9 billion by 2013, and many companies have still failed to implement effective solutions to handle the constantly increasing volumes.
“IT departments simply aren’t prepared to handle the exploding volume of data they are seeing and often end up imposing inbox size limits on the individual users, contributing to the problem of misplaced email,” said Alec Milton, CEO of Oasys Software.
While business professionals say they are spending an overwhelming amount of time looking for emails, an alarming 87.9 percent admitted to having deleted important emails due to inbox size limits. IT research firm IDC estimated the cost of identifying and handling information during the e-discovery process to be between $12 billion (7.5bn) and $22 billion (13.8bn).
In a survey of 830 information technology, security and compliance professionals, more than half said improper email use by employees is the main cause of data leaks within their organisation, the Ponemon Institute said in a recent report. The study, sponsored by email encryption vendor Zix, looked at the risk to confidential information transmitted by email.
Approximately 69 percent said employees have violated security policies and frequently send sensitive information through insecure email channels, and 60 percent use personal webmail accounts to send corporate information, the survey found.
About 63 percent believe employees mistakenly send confidential information to recipients outside the workplace. In addition, 70 percent of the compliance and security professionals surveyed are concerned about data lost via email on mobile devices.

House Republicans are pushing forward with their request for all internal White House communications related to the now-bankrupt solar firm Solyndra, including President Obama’s emails.
In a letter to White House counsel Kathryn Ruemmler on Tuesday, top Republicans on the House Energy and Commerce Committee argue that the White House should turn over internal emails and documents related to the $535 million loan guarantee to Solyndra. They rejected arguments from the White House that it has already turned over hundreds of documents, and said efforts by other administrative agencies are not enough.
“The fact that other agencies are in the process of attempting to comply with our request for documents does not excuse the White House from producing its own responsive documents,” the letter from committee Chairman Fred Upton (R-Mich.) and Oversight and Investigations subcommittee Chairman Cliff Stearns (R-Fla.) said.
“Our request to the White House is not duplicative of our requests to other executive-branch agencies.”
The White House late last week denied the request by Republicans on the committee, noting that the White House Office of Management and Budget, the Treasury Department and the Energy Department have provided more than 70,000 pages of documents in recent months.
The administration, in a letter from White House counsel Kathryn Ruemmler, also said that more than 900 pages of communications between the White House and Solyndra have also been released.
The documents that have been provided by the administration “should satisfy the committee’s stated objective,” Ruemmler said in the letter.
“Your most recent request for internal White House communications from the first day of the current administration to the present implicates longstanding and institutional executive-branch confidentiality interests,” the letter says.
But Upton and Stearns, in their new letter to Ruemmler this week, push back against her reasons for keeping the documents from the committee.
“In your letter you make a vague reference to your concerns regarding the confidentiality of executive-branch documents. However, unless the president actually asserts a valid claim of executive privilege, the committee is entitled to the documents responsive to its request,” the lawmakers’ Oct. 18 letter states.
Despite the escalating fight over the internal communications, it remains unclear whether the Republicans would seek to subpoena the documents if they’re not turned over.
“We haven’t thought that far ahead yet,” Upton said in a brief interview Wednesday. “We will wait and see what happens,” he told The Hill in the Capitol.
The lawmakers initially requested the White House communications on Oct. 5.
Republicans on the panel are investigating the administration’s decision in 2009 to finalize a $535 million loan guarantee to Solyndra, the California solar company that filed for bankruptcy in early September.
Republicans have alleged that politics played a role in the approval of the loan guarantee and the decision to restructure the agreement in February.
The White House strongly denies those allegations.
The investigation has not uncovered evidence of political favoritism, but emails show that the White House pressed administration officials to make a swift decision on helping Solyndra. They also show that there was disagreement within the administration on the wisdom of approving the loan guarantee.

WASHINGTON (Reuters) – The Treasury Department took a hard line on last-ditch government rescue efforts for Solyndra in August, questioning the solar panel maker’s financial projections and the motivations of private investors who were offering new cash, emails released on Friday showed.
New internal Treasury emails released by the House of Representatives Energy and Commerce Committee on Friday showed skepticism about two plans floated by the Energy Department as it sought to help the company, which had run out of cash.
The emails shed new light on internal dissent about the $535 million loan to Solyndra, which filed for bankruptcy on September 6, and was raided by the FBI.
Republicans have criticized the Obama administration over the Solyndra loan and have noted that investors in the company had contributed to President Barack Obama’s election campaign.
The emails showed growing concern from officials outside the Energy Department about the loan risk in July 2010, after the company withdrew an initial public offering.
By December, Solyndra had defaulted on one of the terms of its loan guarantee, and the Energy Department agreed to a plan to restructure its debt.
That plan allowed $75 million in private investment to be ranked ahead of the government in the event of bankruptcy.
But by June and July, the company had run out of money and was selling inventory and accounts receivable to its investors to generate cash, documents in bankruptcy court show.
A new restructuring plan was pitched, with a second infusion of $75 million from unnamed private investors on the condition that more of the government’s debt be subordinated.
Treasury officials insisted the Justice Department weigh in on whether the plan was legal.
“The proposed restructuring is clearly favorable to the other investors,” said an official from Treasury’s Office of Environment and Energy in an August 17 email to Mary Miller, Treasury’s assistant secretary for financial markets.
After that plan failed, top government officials from the White House and the Treasury and Energy departments considered a $10 million bailout by private investors on August 28, days before the company shut its doors.
“I think DOE should be thinking through whether the proposed deal is just giving the investors more time to extract more value from the firm before bankruptcy,” a Treasury official advised Miller, questioning the August 28 plan.
An Energy Department spokesman did not immediately respond to a request for comment.
ENOUGH SKIN IN THE GAME?
At a fractious Capitol Hill hearing on Friday, where Democrats and Republicans accused each other of creating a media circus, two career Treasury officials said the department had only limited involvement in decisions on Solyndra.
Treasury first heard about the Solyndra project on March 10, 2009, when the Energy Department asked for its assessment. Treasury provided the low-interest loan to build a new factory, but the Energy Department evaluated the project.
The company provided only 27 percent of the money for the project, but Treasury felt Solyndra should have at least a 35-percent stake, said Gary Burner, chief financial officer of Treasury’s Federal Financing Bank.
“It was felt that it was a better risk to the government if there was more equity in the deal,” Burner told lawmakers.
After Solyndra defaulted on one of the terms of its loan in December, the Energy Department agreed to a restructuring plan, saying it would be the best option for taxpayers.
Energy Secretary Steven Chu has “broad authority to take action,” according to the department’s legal justification.
But Treasury officials felt the department should have sought an outside opinion. “I thought it would have been wise for them to go to the Department of Justice” to discuss the legalities of the restructuring plan, Burner told lawmakers.
At the hearing, Democrats accused Republicans of being unfair by not inviting the Energy Department to tell its side of the story. “This investigation is beginning to resemble a kangaroo court,” said Henry Waxman, top Democrat on the House Energy and Commerce Committee.
Republicans assured the Democrats the panel will soon hear from more Energy Department witnesses, including Chu.

ALBANY – Top state pols have received emails threatening violence unless an expiring tax on millionaires is kept.
“Hey King Andrew and friends! It’s time to tax the millionaires,” the email begins, presumably referring to Gov. Cuomo .
The subject is “Time to kill the wealthy.” It’s the second time since April a threatening email has been sent to state leaders with the subject line “Time to kill.”
Assembly Speaker Sheldon Silver (D-Manhattan) and Senate Majority Leader Dean Skelos (R- Long Island ) were among a number of targeted lawmakers. A spokesman for Gov. Cuomo couldn’t immediately say whether his boss got one.
State police are investigating.
Referring to Cuomo’s recent announcement that five high-tech companies were investing in upstate New York , the email talks of shooting up and firebombing Albany-area upscale restaurants, the Rensselaer Polytechnic Institute campus, and even the homes of tech employees.
The email demands state leaders “stop shoveling wealth from the lower 99% into the top 1%” and slams the no new taxes pledge. It calls on them to spread the wealth and to start by raising the tax rate on New York ‘s millionaires.
A tax surcharge on the rich is set to expire at the end of the year. While Assembly and Senate Democrats have argued for the tax, Cuomo and Senate Republicans blocked its renewal.
“You’re going to do it, or we are going to sow the kind of chaos you are unequipped to deal with,” the email warns.
